Dr. Stacey Boland
Stacey Boland, Ph.D., Project Systems Engineer, NASA JPL

Dr. Stacey W. Boland is a principal systems engineer at Jet Propulsion Laboratory, and is the Project Systems Engineer for the Multi-Angle Imager for Aerosols Earth Venture Instrument. She is also the Operations Lead for the JPL Ventilator Intervention Technology Accessible Locally (VITAL) project which resulted in two ventilator designs being granted Emergency Use Authorization by the FDA during the COVID-19 pandemic. Stacey was awarded NASA's Exceptional Achievement Medal in 2009 and 2015 and a NASA Outstanding Public Leadership medal in 2019. Dr. Boland received her B.S. in physics from the University of Texas, Dallas, and her M.S. and Ph.D. in mechanical engineering from California Institute of Technology.

Julia McCallin
Julia McCallin, Associate Vice President for Human Resources, Chief Human Resources Officer

Julia McCallin is the associate vice president for human resources and chief human resources officer at The California Institute of Technology (Caltech). She was appointed to the position in June 2007. She oversees a staff responsible for providing a variety of human resources services to the entire Caltech community, including employee relations, recruitment and staffing, benefits, compensation, payroll, employee recognition, affirmative action, staff training and development, international scholar and student services, scholar services, disability and leave, worker's compensation, and customer service. Julia is a member of the Institute Administrative Council (IAC) for Caltech, a former member of the TIAA-CREF Advisory Council, serves on the American Research Universities-HR Institute (ARU-HR) Board and Executive Committee and the Board of the Pasadena Education Foundation. Julia came to Caltech in 2004 as senior director of employee relations. During her tenure at the Institute, Julia has successfully staffed two presidential searches. Prior to coming to Caltech, Julia was Assistant Vice President for Human Resources at Claremont McKenna College, a position she held from 1995 – 2003. Julia started her career at Fairplex, the Los Angeles County Fair, as the Manager of Human Resources from 1983 – 1995. Julia received her MBA from The Peter F. Drucker School of Management at Claremont Graduate University and her Bachelor of Arts degree from Claremont McKenna College. Julia resides in Altadena, California with her husband, Kevin Strotz, and their two daughters, Eleanor and Claire.

Jessica Almeida
Manager, Employee & Organizational Development Consultant

Jessica Almeida is the manager of Employee and Organizational Development at the California Institute of Technology (Caltech). In this role, Jessica provides ongoing management consultation and organizational development services for faculty, Institute administration and management in human resources related services such as employee relations, problem resolution, employee retention, recognition, performance management, compensation, succession planning, and strategic planning. Prior to her current role, Jessica worked as the Disability and Leave Unit Consultant, managing leave and disability for the Caltech campus. Jessica’s prior roles in Human Resources include experience in the health care Industry and retail banking industry. Jessica holds a Master of Science in Applied Psychology degree from the USC Dornsife College of Letters, Arts and Sciences.

Carol Icasiano is an experienced Human Resources System Analyst with a demonstrated history of working with HR Data. She has been with Caltech for 5 years and previously worked in consumer goods and manufacturing.

Ofelia Velazquez-Perez
Ofelia Velazquez-Pérez, Director, Employee & Organizational Development

Ofelia Velazquez-Pérez has 20+ years in Human Resources, with various HR leadership roles in financial services, manufacturing and higher education. She has led teams in employee relations, staffing, compensation and benefits and training and development. Currently, Ofelia provides ongoing management consultation and organizational development services for faculty, Institute administration and management in human resources related services such as employee relations, problem resolution, employee retention, recognition, performance management, compensation, succession planning and strategic planning, in addition to working on critical Human Resources projects and initiatives. Ofelia holds a Master of Business Administration degree from the Peter F. Drucker and Masatoshi Ito Graduate School of Management of the Claremont Graduate University and a Bachelor of Arts degree in International Relations from Scripps College. She is currently working on a Certification in Organizational Development from the Institute of Organizational Development. Ofelia serves on the Emergency Operations Committee and is a voting member of the Athenaeum Membership Committee. In addition, she is the Title IX Deputy for staff and postdoctoral scholars.

Melissa Parnell
Melissa Parnell, M.A., Executive Coach, Leadership Consultant | Ensight Partners

Melissa grew up in Washington State on the Olympic Peninsula, attending Eastern Oregon University, where she received her bachelor’s degree in Health and Wellness and Economics. Her graduate degree in Counseling Psychology from Liberty University reinforced Melissa’s passion for helping others increase their emotional intelligence. Most recently, Melissa completed a certificate program with The Wharton School in Human Resource Management and Analytics, using industry examples like Google's Project Oxygen, the NFL and Japanese Auto Industries to develop analytics that improve collaboration amongst teams, meet goals, drive efficiency in decision making and leverage data analysis to separate skill from luck. Melissa’s leadership journey began by working her way through college as a supervisor for Starbucks Coffee Company. Growing up in a firefighter family, Melissa loves vocations of service to her community and those in first responder and military roles. In graduate school, Melissa consulted Army Brigade and Battalion level command teams in mitigating high risk behaviors with soldiers within their units. Melissa’s passion for service and leadership led her to becoming a founding board member for the Global War on Terror Memorial Foundation, the nonprofit chosen to construct a national memorial for those that gave all in the Global War on Terror, to be constructed on the national mall in Washington DC. Today, Melissa loves waking up each day to work as a leadership consultant and executive coach. She particularly enjoys working on the interpersonal aspects of leadership and culture, helping many teams resolve conflict, relate and communicate effectively, create healthy team dynamics and achieve their goals. She has helped leaders and teams solve problems in the public and private sector, nonprofits, and faith communities. In her free time, she enjoys camping, hiking, and spending time skiing in the mountains with her husband and two daughters.

Pili Bailey
Pili Bailey, M.S. Chemistry Certified Yoga Instructor, 200 RYT

Pili Bailey, is an experienced Yoga Teacher with a Masters in Chemistry from Georgetown University. Pili is the owner and creator of Essential Yoga Space, a virtual wellness center, which specializes in working individually with women over 40 to restore the joy of living in their bodies. She is an aromatherapist who incorporates her chemical knowledge in the selection of essential oils to meet the needs of her clients. In addition to being a certified yoga teacher with over 10 years of teaching experience, Pili has furthered her training in Yoga Therapy at Loyola Marymount University, and continues to train as a yoga therapist, specializing in emotional and mental balance, with Optimal State of Living school for Yoga Therapy. Pili is able to help her clients who are recovering from injury, illness, and provides support and tools for addressing mental and emotional stress. When Pili is not teaching group yoga classes, she is holding space one-on-one for her personal yoga training clients, helping them to feel better in their body, mind and emotions by combining essential oils and yoga techniques.

Dr. Lindsey Malcom-Piqueux, Assistant Vice President for Diversity, Equity, Inclusion, and Assessment

Dr. Lindsey Malcom-Piqueux, an Institute alumna, is a proficient scientist, respected scholar, and talented administrator with more than ten years of experience applying qualitative, quantitative, and action research methodologies to inform change across STEM fields. Lindsey has systematically revitalized the institutional research function since 2018, serving as an resource for faculty, academic leaders, and trustees across a splendid display of subjects. She previously served as associate director of research and policy at the Center for Urban Education at the University of Southern California and as a faculty member at the George Washington University and the University of California, Riverside.
